NEW ORLEANS (AP) ? Energy companies have reoccupied nearly 400 of the production platforms in the Gulf of Mexico that were abandoned in advance of Hurricane Isaac, a federal agency said Saturday, though offshore oil production still remains almost entirely shut down.
Oil and gas workers began retaking the offshore sites Friday and federal officials said that 377 of the 596 productions platforms have some staffing on them, up from just 97.
Yet officials estimate that 94 percent of oil production, and about 65 percent of natural gas production in the Gulf of Mexico, remains shut in in the aftermath of the hurricane.
It will take a few days for production to be fully restored, according to energy companies with operations in the gulf.
"Once onsite inspections are complete and facilities deemed safe, they will be restarted, and oil and natural gas production will be recommenced in coming days," BP said in a news release. The company said initial aerial inspections showed no significant damage.
The network of platforms, pipelines and storage facilities is massive, however, and exploration and production companies cannot recommence full operations until the chain of energy infrastructure is reconnected.
"Apache personnel are returning to the platforms and inspecting facilities," Bill Mintz, spokesman for Apache Corp., said in an email. "The process of restoring production will take a number of days and will be impacted by the pace of resumption of activities by the pipelines and processing facilities operated by other companies."
The U.S. Bureau of Safety and Environmental Enforcement said reports on offshore facilities indicated mostly minor damage.
In addition to production platforms, the bureau said, 19 of the Gulf's 76 drilling rigs are still evacuated, down from 48 as the storm approached.
A surge in gasoline prices accompanied Isaac, although the dramatic increases came to an end Friday as the storm moved farther inland. The national average price for gasoline inched up just 0.3 cents Friday to $3.83 per gallon.
Pump prices for gasoline were on the rise even before Isaac arrived. The average price for a gallon of gas rose about 40 cents from July 1 to mid-August because of refinery problems in the Midwest and West Coast, and sharply higher crude oil prices.
Crude has traded between $94 and $97 per barrel for two weeks, after rising from a low near $77 in late June.
On Friday U.S benchmark crude rose $1.85 to end at $96.47 per barrel after Federal Reserve Chairman Ben Bernanke made clear in a speech that the central bank can do more to revive the U.S. economy. That would drive up demand for energy.

My favorite moment in this whole episode was when Louie?s impossibly young-looking agent Doug pops his head out from behind Garry Marshall so he can blurt out an incredulous ?No?!? after Louie turns down what sounded like an offer to host the Late Show on CBS. Which is fitting: ?Late Show: Part 1? was Edward Gelbinovich?s finest half-hour. C.K. even gave him some extra screen time by showing an extended take of his backstage reaction shot as the credits rolled. I?m a little surprised that Gelbinovich?s two upcoming credits on IMDb are playing characters called ?Burnt Child? and ?Skinny Kid,? but perhaps this episode will be his breakout moment. And Jonah, he only looks prepubescent: Those basso pipes of his command authority.
My second favorite moment was that tornado of cosmetic preparation that swirled around Louie before he walked out on the Tonight Show stage. This was, as Allison mentioned, very much a showbiz episode?and that whole scene with Garry Marshall was a tour de force (even if I half-wish C.K. had cast Paul F. Tompkins in that part). Its most striking showbiz lesson concerned the proximity of wild, improbable success and painful, desperate failure. ?You?re gonna crack your head on the ceiling, and you?re gonna go down, probably for good,? Garry Marshall tells Louie. Then he paints a picture of life after the road not taken. ?In 10 years, you?re gonna be teaching comedy at a community college to support your kids, and falling asleep to the Late Show ? with Jerry Seinfeld.?
We already know Seinfeld himself will appear at some point?he managed to tape an episode somewhere in his busy schedule of driving cars and getting coffee?and that his role will be ?very different from what you?re used to seeing him do.? So I can envision two very plausible trajectories from here: 1) Louie goes for it, losing the weight, giving his all?and then bombs, after which he gets some kind of stand-up-life lesson from Seinfeld and walks off into a more modest sunset with his two daughters, and maybe Liz; or 2) Louie agonizes over the decision, knowing that late-night talk-show host is not really his calling, but finding it hard to resist the big paycheck and the professional validation. Then he turns it down.
Or perhaps 3) Leno will somehow sabotage both Louie and Seinfeld, and screw up CBS?s plans.
Speaking of which: Do you think it stung Conan O?Brien just a little to see C.K. recreate his ?Everything?s Amazing and Nobody?s Happy? moment in an episode that guest-starred ... Jay Leno? That career-altering riff was delivered on Late Night with Conan O?Brien, and, as you may have heard, Conan and Leno don?t exactly get along. Also, Conan gave C.K. his first big comedy job. Perhaps this is neither here nor there?and, in any case, C.K. has defended Leno and the ?old, shitty? show he hosts before. Plus it makes more dramatic sense to stage this scenario on the Tonight Show than on TBS. But I found it hard to stop thinking about this.
Also: Do you think C.K. wrote those dumb bits we saw Leno do, the before-and-after joke and the Velveeta coupon typo? If so: pretty good parody of Leno?s Tonight Show. If not: pretty good self-parody of Leno?s Tonight Show.
In any case, I?m eager to see how things play out. And I?m glad you pointed me to Matt Shafeek?s essay about ?slow comedy,? Jonah: C.K. has said this three-episode arc is ?what we put the most effort into? when filming this season, and I suspect he will unfurl its pleasures patiently. This felt like prologue. The scene-setting music?not to mention that intense cliffhanger?hinted at dramatic things to come.
One last aside before I go: I was glad to belatedly get Louie?s rationale for not doing any Blu-ray-player research before that disastrous trip to Best Buy or wherever in ?Dad.? He doesn?t want to go to Amazon and read ?a really long review written by an insane person who?s been dead for months because he shot his wife and then himself after explaining to you that the remote is counterintuitive.?
They?re all the same, these machines. They?re all made from the same Asian suffering.

CHARLOTTE, N.C. (AP) ? President Barack Obama lampooned the just-completed Republican National Convention as better-suited to an era of black-and-white TV and " trickle-down, you're on your own" economics Saturday, and declared that Mitt Romney "did not offer a single new idea" to fix the economy.
"There was a lot of talk about hard truths and bold choices, but no one actually told you what they were," Obama said, chuckling, as he set out on a three-day tour of battleground states in the run-up to his own convention.
Yet even the site of Obama's convention, Charlotte, N.C., served as an unwelcome reminder to the Democrats of an economy so weak that it threatens his chances for re-election.
The president carried North Carolina in 2008, but the state's unemployment rate is pegged at 9.6 percent, well higher than the nation's 8.3 percent and tied with next-door South Carolina for fifth from the bottom.
Obama's convention opens Tuesday at the Time Warner Cable arena with evening speeches by first lady Michelle Obama and San Antonio Mayor Julian Castro, the keynote speaker.
The president will be nominated for a new term on Wednesday, when former President Bill Clinton also will speak. Vice President Joe Biden delivers his own acceptance speech the same evening.
Obama's prime-time acceptance speech, to be delivered at the outdoor Bank of America Stadium, caps the convention on Thursday night. Aides predict a capacity crowd will hear the speech at the site, which has a capacity of nearly 74,000 for football.
Democrats are taking their turn in the convention spotlight just days after the Republicans met in Tampa, Fla., to nominate former Massachusetts Gov. Romney for the White House and Wisconsin Rep. Paul Ryan to be vice president.
A parade of speakers in Tampa excoriated Obama's handling of the economy, which is struggling in the weakest recession recovery of the post-World War II era.
The economy has been the top-rated issue in opinion polls all year, and the president is eager to turn the focus onto Romney on that subject.
Republicans "will take us backwards," Obama said, to the age of "trickle-down, you're on your own" economics that begin with tax cuts for the rich but tax increases for the middle class.
The president made a brief detour to foreign policy in his speech.
"Gov. Romney had nothing to say about Afghanistan this week or the plans for the 33,000 troops who will have come home from the war by the end of this month," he said.
The Republican challenger "said ending the war in Iraq was tragic. I said we'd end that war and we did," Obama said.
Romney said late last year, in a veterans roundtable, "The precipitous withdrawal is unfortunate. It's more than unfortunate, I think it's tragic. It puts at risk many of the victories that were hard won by the men and women who served there."
Obama, pointing to successes, declared, "I said we'd take out bin Laden and we did."
His audience cheered the mention of the demise of the architect of the Sept. 11, 2001, terrorist attacks, who was killed in his hideout in Pakistan by U.S. Navy SEALs last year. Obama ordered the raid, and even Republicans credit him for the decision.
Romney campaigned in Ohio during the day ? the opening of the college football season ? and proclaimed it was time the country had a winning season after years of a sluggish economy and high unemployment.
Referring to the number of jobless in the country, Romney told his own cheering crowd, "If you have a coach that's zero and 23 million, you say it's time to get a new coach."
He also pledged to cut the federal deficit and "get us on track for a balanced budget."
Yet Romney has yet to produce a budget for public inspection. Nor did he mention that, as chairman of the House Budget Committee, Ryan wrote a plan projecting the deficit would decline each year from 2013 through 2017 but then begin an inexorable rise again. Additionally, the federal debt is projected to rise each year, from a current level of nearly $16 trillion to an estimated $25 trillion at the end of 2022.
Obama made Iowa his first stop on what his campaign billed as "The Road to Charlotte." He told the crowd he did so "because it was you, Iowa, who kept us going when the pundits were writing us off."
There was another reason, as well.
Polls make the state one of eight or so battlegrounds where the election is most likely to be decided. The president carried Iowa in 2008, and in an indication of the struggle he now faces, he has been lavishing time on it in recent weeks. He spent three days in August on a bus tour that traversed the state from west to east.
He had a second Iowa stop during the day before flying to Colorado for a Sunday appearance before college students at the University of Colorado.
Obama's schedule for Monday includes an appearance in Toledo, Ohio, yet another battleground state, before a trip to Louisiana to inspect damage from Hurricane Isaac.
Romney visited Louisiana on Friday.
Television ratings for the final night of the Republican convention were lower than four years ago. The Nielsen Co. said an estimated 30.3 million viewers watched Thursday night's coverage of Romney's acceptance speech. That was down by one-fourth from 2008, when John McCain spoke on the final night of the Republican gathering in St. Paul., Minn.

Windows 8 pirates are in luck. On several websites that allow discussion on the activation of Windows 8, ?a new Key Management Server server has popped up which seems have allowed many people to activate their pirated copies. The server seems to be provided by the Shanghai Jiaotong University which has a Microsoft Volume license service center and has been made public, it?s unknow if this by mistake or on purpose.
Before we already reported on a KMS server that appeared to belong to the Belarus customs which was likely a mistake an closed down pretty rapidly.
The activation of the pirated Windows 8 version might not be Microsoft?s biggest problem. Hackers have taken the opportunity to monitor and save the traffic between the KMS server and their Windows 8 installation to investigate it for patterns that can help break the encryption used to generate keys and in the future possibly release KMS server emulators.
