Did Blackhawk Technical College fail students?

Three times in recent weeks, Blackhawk Technical College has called evacuations because of gas problems. At least one student tells us she suffered related health problems and reported gas smells and concerns repeatedly before the second evacuation.

Mitsui to operate water, waste water treatment plants in China

Mitsui & Co, through Galaxy NewSpring, a joint venture company equally held by Mitsui and Hyflux, has entered into an agreement to operate two additional operational assets, water treatment and waste water treatment plants, in China.

The operational assets are situated in two provinces, Shandong and Chongqing, and they will significantly contribute to the development of the regional community and environmental preservation.

In addition, these operation assets include expansion plans and other potential enhancement projects in these provinces.

Galaxy will invest about JPY6bn ($77.11m) for the two operational assets, and together with the existing assets held by Galaxy, the total investment is planned to be JPY35bn ($450m).

The total designed capacity upon commencement of operation of all assets by Galaxy will be over 1,000,000 cubic meter per day.

Galaxy has been improving local operation and management, and will operate these two operational assets along with the twenty-two water treatment plant operational assets, which Galaxy is currently operating in China.

U.S. military urges more trust of Pakistan after airstrike probe

WASHINGTON ? The head of US Central Command urged greater trust and communications with the Pakistani military on Monday amid a diplomatic crisis after US air strikes killed 24 Pakistani soldiers last month.

General James Mattis made his recommendations after his command, which oversees US military operations across a wide swath of North Africa, the Middle East and Central Asia, released the results of its own investigation into the November 25-26 incident.

A joint US-NATO investigation unveiled last week portrayed a disastrous spate of errors and botched communication in which both sides failed to inform the other about their operational plans or the location of troops.

?The strongest take-away from this incident is the fundamental fact that we must improve border coordination and this requires a foundational level of trust on both sides of the border,? Mattis said in a statement.

The deadliest single cross-border attack of the 10-year war in Afghanistan, the strike has plunged the precarious Pakistani-US alliance to its lowest ebb in a decade with both sides in dispute about the precise sequence of events.

Islamabad rejected the earlier US inquiry after the Americans insisted their troops responded only after coming under heavy machine-gun and mortar fire.

It also refused to take part in the probe and instead sought a formal apology from US President Barack Obama, dissatisfied with condolences and expressions of regret from the Americans.

Although the US-NATO probe acknowledged the Americans had relayed ?incorrect mapping information? to a Pakistani liaison officer that gave the wrong location for Pakistani troops at border outposts, the CENTCOM report made no mention of discipline of US or NATO personnel.

But Mattis directed NATO?s International Security Assistance Force (ISAF) commander General John Allen to take a number of corrective actions to improve the now-moribund relationship with Islamabad, including fostering ?improved, mutual trust? between forces working in the mostly lawless border areas.

Troops should also ?clarify authorities, responsibilities, and standard operating procedures? in the area as well as conduct formal exercises and drills to improve coordination and reduce chances of conflict.

Mattis also called for ?full disclosure of all border area facilities and installations? on both sides of the border, with updates using a shared database and map as well as organizing coordination visits.

His comments came as The New York Times reported that the United States is bracing for a limited counterterrorism alliance with Pakistan, as a deterioration in ties complicates the ability to launch attacks against extremists and move supplies into Afghanistan.

?We?ve closed the chapter on the post-9/11 period,? the Times quoted a senior US official as saying. ?Pakistan has told us very clearly that they are re-evaluating the entire relationship.?

The shift means the United States will be forced to restrict drone strikes, limit the number of its spies and soldiers on the ground and spend more to transport supplies through Pakistan to allied troops in Afghanistan, according to the report. It said US said to Pakistan would also drop sharply.

A Los Angeles Times report over the weekend said the CIA has already suspended drone missile strikes on gatherings of low-ranking militants in Pakistan due to tensions with Islamabad.

Mexican army: Ally's arrest is blow to 'El Chapo' (AP)

MEXICO CITY ? Mexican authorities said Monday that they had dealt a blow to the country's most powerful drug cartel with the capture of a top lieutenant ? but didn't say if they were any closer to capturing the gang's elusive leader.

Felipe Cabrera Sarabia, known as "The Engineer," allegedly ran operations for the Sinaloa drug cartel, Mexico's most powerful, in the northern state of Durango and in part of the northern state of Chihuahua, Chief Army spokesman Gen. Ricardo Trevilla told a news conference. Cabrera, wearing a bulletproof vest, was paraded before the news media in what has become a common practice for law enforcement authorities following major arrests.

Many experts and law-enforcement officials believe the reputed leader of the Sinaloa cartel, Joaquin "El Chapo" Guzman, has been hiding in the mountains of Durango. Authorities say Guzman is Mexico's top drug lord, while Forbes magazine has included him on its list of the world's richest men, reportedly worth more than $1 billion. He has eluded authorities since his 2001 escape from prison in a laundry truck, and has a $7 million bounty on his head.

Trevilla offered no information about the hunt for Guzman. He only said that Cabrera's capture "will affect the structure and leadership of the Sinaloa cartel."

At the time of Cabrera's arrest, army special forces also seized documents and computer equipment, he said.

Cabrera was nabbed without a shot being fired Friday in the capital of Sinaloa state, headquarters of the cartel, army officials first announced Sunday night.

He will be held for at least 40 days on suspicion of participating in organized crime and drug trafficking. Mexican law allows organized-crime suspects to be held that long before prosecutors bring formal charges before a judge.

Trevilla said Cabrera and three of his brothers began as marijuana growers and that Cabrera rose through the Sinaloa ranks by using violence against his rivals.

In recent months, Cabrera waged war against a rival faction of the Sinaloa cartel known as the "Ms", leading to a surge in violence around Durango, he said.

Federal forces have found 14 mass graves containing 287 bodies in Durango state since April.

Separately, Mexican authorities said they had seized 21 metric tons of precursor chemicals used to make methamphetamine from a boat that stopped in the port of Manzanillo on the way from Peru to Guatemala.

It was the fourth large seizure this month of precursor chemicals headed for Guatemala.

It brings to more than 555 tons the amount of meth chemicals detected at Mexican ports in less than a month.

Authorities announced on Dec. 19 that they had found almost 100 metric tons of methylamine at the port of Lazaro Cardenas, and earlier said that 205 tons of the chemical had been found there over several days in early December. Mexico said Friday that it seized 229 metric tons of precursor chemicals at the port.

Experts familiar with meth production call it a huge amount of raw material, noting that under some production methods, precursor chemicals can yield about half their weight in uncut meth.

Thousands sign up for new Russian protest (Reuters)

MOSCOW (Reuters) ? More than 40,000 Russians have signed up to protest in Moscow on Saturday against a disputed election, dismissing Kremlin promises of political change that could ease Vladimir Putin's grip on power.

The rally follows protests by tens of thousands of people across Russia on December 10 and is intended to pile pressure on the prime minister, who has responded with only minor concessions and seems confident of winning a presidential poll in March.

Bringing together liberals, nationalists, anarchists, environmentalists and urban youth, protest organizers have sometimes struggled to agree on how to proceed, holding long debates over who should speak or who should lead the movement.

They eventually settled on a list of 19 speakers that includes former Soviet President Mikhail Gorbachev, anti-corruption blogger Alexei Navalny, rock singer Yuri Shevchuk and writer Boris Akunin.

Their message is clear. The outcome of an online vote on what slogans to put on 2,000 balloons at the rally was definitive: "You don't represent us!" was the most popular, followed by "You swindled us!" and "We will not stop!."

"I am absolutely sure that up to 1 million people are ready to take part in such rallies ... I see the people's mood," said Navalny, who coined the phrase 'the party of swindlers and thieves to describe Putin's ruling United Russia party.

"They stole about 1 million votes. And that's only in Moscow. I think that these people are completely dissatisfied with what happened and are ready to defend their rights, including going out on to the streets," he told Reuters.

The opposition has rejected conciliatory efforts by Putin and President Dmitry Medvedev, saying they have ignored their key demand for a rerun of the December 4 parliamentary poll, which handed a slim majority to the ruling United Russia party.

The opposition says United Russia benefited from widespread voting irregularities and international monitors said the vote as slanted in the ruling party's favor.

Medvedev promised on Thursday to relax the Kremlin's grip on power, including measures to restore the election of regional governors and to allow half the seats in the State Duma lower house of parliament to be directly elected in the regions.

On Friday, he sent for parliamentary approval laws to reduce the number of signatures a party needs to launch a presidential candidate and to simplify the process for parties to compete in elections. They are due to go into effect on January 1, 2013.

But opposition leaders said the moves were too little, too late by leader who has carried out few of his reform promises since he was ushered into the presidency by Putin, who was barred by the constitution from a third successive term.

"Medvedev promised us so much ... Now should we not go anywhere? Really? Should we sit quietly and wait until they are fulfilled?" organizers asked sarcastically on their Twitter feed, @WakeUpR, one of several sites where requests have been posted on anything from finding a Father Christmas for the rally to printing banners.

"REVOLUTION"

The protesters have permission to stage a rally of 50,000 on Moscow's Sakharov Avenue after their first and second requests for sites near the Kremlin were rejected.

Police, who hardly intervened in the protests two weeks ago, said they would allow protesters to bring thermoses, with weather forecasters predicting the coldest day of winter so far.

But most youth aged between 16 and 18, some of the most active people on Facebook and other social networking sites, will not be able to attend after schools changed the timetable for a citywide mathematics exam.

On Friday, the protest's Facebook site had almost 44,000 people who had pledged to attend the rally, and 9,468 maybes.

Putin's popularity has fallen since he and Medvedev announced plans in September to swap jobs next year, a decision which many Russians said showed a disregard for democracy.

Putin, 59, has suggested that many of those taking part in the biggest protests since he came to power 12 years ago had been paid to turn out. He has blamed the United States for stirring the protests and foreign powers for funding them - a theory that has spread across pro-Putin websites.

The Kremlin's chief political strategist, Vladislav Surkov, continued the argument by suggesting the demonstrators were following a script.

"(Protesters) are acting by the book, following ... new revolutionary methods," said Surkov.

"There are those who want to turn the protests into a color revolution - that is for sure," said the president's first deputy chief of staff in an interview with Kremlin-friendly newspaper, Izvestia, on Friday.

Patriarch Kirill, head of the Russian Orthodox Church, warned Russians not to be corrupted by social networking sites. He told RIA news agency that the information on them made Russians "especially vulnerable to manipulation."

He said political change alone could not transform society, it could only happen with a "metamorphosis of the soul."

Can Google Maintain Android's Stunning Momentum? (NewsFactor)

Few tech products are rising as quickly in popularity as Google's Android operating system, which has soared from its launch in October 2008 via the HTC Dream to become the most popular platform both domestically and abroad.

Carriers seem to launch new Android devices made by HTC, Motorola, Samsung, Pantech, LG and others almost weekly, and Android-powered tablets are also starting to crowd shelves, with a Google-designed Nexus tablet promised in the next six months.

Android has been cutting into the market share of the declining BlackBerry devices made by Canada's Research In Motion, as Android devices gain more messaging and productivity functions. The latest figures from the NPD Group have Android sales up to 53 percent of the market for the year as of October, up from 42 percent in 2010.

Reveling in the success, Andy Rubin, Google's senior vice president for mobile services, took to Google+, the search giant's social networking site, and to his Twitter feed, to boast that "There are now over 700,000 Android devices activated every day."

That's enough people to fill a medium-sized city. (The population of Detroit is around 713,00 and the population of Miami is about 399, 000.) The 700,000 figure is a substantial bump from 300,000 activations claimed by Google last December.

In a poke at cynics who might question that number, Rubin attached an addendum: "...and for those wondering, we count each device only once (i.e., we don't count resold devices), and 'activations' means you go into a store, buy a device, put it on the network by subscribing to a wireless service."

All this begs the question of whether Android can keep up that level of momentum as the novelty wears off and new adopters begin to hold on to their often-expensive devices.

"I'm not surprised, since they are turning up the heat at this time of year," said Ramon Llamas, a senior wireless analyst at IDC Research. "But come back to me in April, May or June when things may get a bit slower and they may be hard-pressed to have that kind of pace still moving forward. When you get right down to it, it seems to be seasonal."

Hardware Push?

But Llamas said the numbers are impressive, especially considering it does not seem to include those buying Wi-Fi only devices such as Android-powered tablets that do not require activation by a carrier.

He said it will be interesting to see whether Google begins to move further into hardware manufacture, instead of just firmware, if its planned acquisition of Motorola Mobility is approved by regulators.

"In the long term I have a hard time seeing that," he said. "I have to believe they will have an arm's-length relationship. As they learned from the first Nexus [smartphone] device, you can't just intermediate the carrier. It means you have to buy shelf space, maintain inventory....It's a different model than developing software."

Analysis: Abductees feud constrains Japan diplomacy with N.Korea (Reuters)

TOKYO (Reuters) ? Japan wants China to help keep North Korea from imploding and might need U.S. defense backup if it does, but its own ability to take diplomatic initiatives is being constrained by its focus on the fate of citizens abducted by Pyongyang decades ago.

Japan, whose territory is within range of its unpredictable neighbor's missile arsenal, has made a show of solidarity with its closest ally, the United States, since Monday's sudden announcement that 69-year-old North Korean leader Kim Jong-il had died.

The question of North Korea's shaky succession will also top the agenda when Prime Minister Yoshihiko Noda makes a previously scheduled visit to China on December 25-26.

But the possible impact of North Korea's leadership change on a search for clues to the fate of the abductees has grabbed much, if not most, of Japan's media attention. Relatives of the kidnapped Japanese say the change provides hope of progress, but admit uncertainty is high.

"You can see how the (abductees')families and supporters are making their case. In this environment, it would be very hard for Japanese politicians and authorities to take proactive moves because they would be criticized," said Narushige Michishita, a professor at the National Institute for Policy Studies.

"Basically, nobody wants to take responsibility for not being proactive or vocal on the abductee issue. It's not about really tackling the issue but avoiding blame."

The plight of the abductees, spirited away from their homeland in the 1970s and 1980s to help train North Korean spies, seized media attention in Japan after Pyongyang admitted in 2002 that its agents had kidnapped 13 Japanese.

Five abductees were repatriated to huge public fanfare in 2002 but Japan wants to know more about eight who Pyongyang says are dead and another four Tokyo believes were also kidnapped.

Nearly a decade after then-prime minister Junichiro Koizumi traveled to Pyongyang for talks with Kim Jong-il that resulted in North Korea's confession, many Japanese are probably less gripped by the topic than in the early, emotional days.

But a highly public campaign by relatives, including the elderly parents of Megumi Yokota -- kidnapped as a 13-year-old schoolgirl in 1977 -- has kept the issue in the limelight and politicians still risk a backlash for any hint that Tokyo's hard stance toward the North might ease.

"For a small group, it's of intense importance and they will make their views known," said Gerry Curtis, a professor at Columbia University in New York.

"What matters are the people who are not indifferent."

LARGELY BYSTANDER

Former prime minister Shinzo Abe, whose popularity owed much to tough talk towards Pyongyang, has been featured in the media since Monday, urging the government to convince the North it must settle the feud if it wants Japanese economic aid.

Japan's stance towards Pyongyang put it at odds with other countries after it refused to provide energy assistance promised to North Korea under a 2007 six-party agreement, under which Pyongyang was to scrap its nuclear program in return for aid.

The countries in the talks are the two Koreas, the United States, China, Japan and Russia.

"Japan was regarded as a kind of impediment to the process," Michishita said. "We shouldn't repeat that this time ... although even that can be difficult."

Japan has also been largely a bystander in efforts to resume those talks, aimed at persuading Pyongyang to give up ambitions to develop nuclear weapons, after they broke down in 2008 and United Nations inspectors were expelled from the North in 2009.

"If there were no abductees issue, Japan would be in a position to be much more supportive of U.S. policies to open up that country by being a major donor in a U.S.-Japan-South Korea effort," Columbia's Curtis said.

Japan this year extended sanctions on North Korea including a ban on trade and travel. The steps were initially imposed after Pyongyang's first nuclear test in 2006 and toughened after North Korea's sinking of a South Korean naval vessel in 2010.

The two countries have long feuded over Tokyo's 1920-1945 colonization of the Korean peninsula, and Japan sees itself as a possible target of Pyongyang's military aggression.

North Korea's 1998 launch of a long-range missile over Japan prompted Tokyo to develop a domestic spy satellite system and beef up its missile defense. Tokyo got another reminder of Pyongyang's reach in 2009 when it test-fired a Taepodong-2 missile that also flew over Japan, splashing down in the Pacific.

The deal averting a government shutdown: Who achieved what? (The Week)

New York ? Congress reached an 11th-hour deal to keep federal agencies running. But the horse-trading isn't over

Just 27 hours before a deadline that could have shut down the federal government at midnight Friday, Democrats and Republicans reached an agreement on a $1 trillion spending bill that will keep the lights on through the end of the fiscal year in September, 2012. They still have to work out the particulars of another sticking point ? a separate measure extending a temporary payroll tax cut and jobless benefits. So what did both parties gain, and give up, to break the impasse? Here, a brief guide:

So, the parties settled their differences?
Not exactly. They still have to work out how to pay for the $120 billion payroll tax cut extension for 160 million workers, to keep it from expiring on Dec. 31. But they got close enough that the White House and Senate Democrats figured it was safe to detach the payroll-tax issue from the spending bill, which they were delaying in an attempt to force the GOP to negotiate. Now Congress can approve the spending bill, and focus on settling lingering differences over the payroll tax.

Who caved?
Both sides gave up a little on the spending measure. "The final bill strips out a Republican amendment to the Treasury budget to reinstate Bush-era restrictions on travel to Cuba" ? something President Obama opposed, says David Rogers at Politico. But it also includes some GOP provisions that are hard for Democrats to swallow, such as one blocking new, greener standards for light bulbs.

Will extending the payroll tax be easy now?
Both sides say a deal is near, although anything can happen. Democrats have reportedly dropped their insistence on offsetting the cost with a surtax on people making more than $1 million a year, which was a dealbreaker for the GOP. But Republicans haven't budged on one provision Democrats have described as a poison pill ? a controversial proposal to expedite the review of the Keystone XL oil pipeline.

What happens if they can't agree?
Both sides want to extend the payroll tax holiday. If they let it expire, the portion of Americans' paychecks withheld for Social Security and Medicare will rise 2 percent ? from 4.2 percent to 6.2 percent. In such a scenario, someone making $50,000 would have to pay $1,000 more in payroll taxes. To avoid that, Congress is likely to pass a two-month extension if no long-term agreement is in sight. That way members will be able to head home for the holidays, and put off a final showdown until February.

Typhoon kills more than 436 in southern Philippines (Reuters)

CAGAYAN DE ORO, Philippines (Reuters) ? More than 400 people were killed and an unknown number were missing after a typhoon struck the southern Philippines, causing flash floods and landslides and driving tens of thousands from their homes.

In a text message to Reuters, Gwendolyn Pang, secretary-general of the Philippine National Red Cross (PNRC), said the death toll of 436 was expected to rise.

"Our death toll was based on the actual number of bodies that were brought to funeral homes in the two cities that were the hardest hit by the typhoon," Pang said, adding it was difficult to estimate how many were still unaccounted for.

Typhoon Washi, with winds gusting up to 90 kmh (56 mph), barreled into the resource-rich island of Mindanao late on Friday, bringing heavy rain that also grounded some domestic flights and left wide areas without power.

Emergency workers, soldiers and police were recovering more bodies - most covered in mud - washed ashore in nearby towns.

Pang said nearly 360 bodies had been found in the cities of Cagayan de Oro and Iligan and about 50 in four other southern provinces. The government's official death toll stood only at 131 people and nearly 270 missing.

Another 21 people drowned on the central island of Negros, the PNRC said.

Hundreds were also unaccounted for, most of them from a coastal village in Iligan. Houses were swept into the sea by floodwaters while people were sleeping inside late on Friday.

The Philippines social welfare department said about 100,000 people were displaced and brought to nearly three dozen

shelters in Iligan and Cagayan de Oro.

"WE RAN FOR OUR LIVES"

Army spokesman Colonel Leopoldo Galon said search and rescue operations would continue along the shorelines in Misamis Oriental and Lanao del Norte provinces.

"I can't explain how these things happened, entire villages were swept to the sea by flash floods," Galon said.

"I have not seen anything like this before. This could be worse than Ondoy," he said, referring to a 2009 storm that inundated the capital, Manila, killing hundreds of people.

Television pictures showed bodies encased in mud, cars piled on top of each other and wrecked homes. Helicopters and boats searched the sea for survivors and victims.

"We ran for our lives when we heard a loud whistle blow and was followed by a big bang," Michael Mabaylan, 38, a carpenter, told Reuters. He said his wife and five children were all safe.

Aid worker Crislyn Felisilda cited concern about children who had became separated from their families or lost their parents. "Many children are looking for their loved ones... (and children were) crying and staring into space."

Rosal Agacac, a 40-year-old mother, was begging authorities to help find her two children after their shanty was swept to the sea. "Please President Noynoy, help me," she cried, holding a candle at a spot where their house stood before the floods, referring to President Benigno Aquino.

Aquino met with cabinet members and disaster officials to assess conditions on the main southern island and ordered a review of disaster plans to avoid a repeat of the tragedy. He is due to inspect typhoon-hit areas after Christmas.

Rescue boats pulled at least 15 people from the sea, said another army spokesman, Lieutenant Colonel Randolph Cabangbang.

Iligan City Mayor Lawrence Cruz said many people were caught by surprise when water rose one meter (three feet) high in less

than an hour, forcing people onto roofs. "Most of them were already sleeping when floodwaters entered their homes. This is the worst flooding our city has experienced in years."

The national disaster agency said it could not estimate crop and property damage because emergency workers, including soldiers and police officers, were evacuating families and recovering casualties.

Six domestic flights run by Cebu Pacific were cancelled due to the rain and near-zero visibility in the southern and central

Philippines. Ferry services were also halted, stranding hundreds of people.

An average of 20 typhoons hit the Philippines every year.

Cristiane Santos defends Strikeforce belt in 16 seconds

In her first fight in a year and a half, Cristiane "Cyborg" Santos took no time to stop Hiroko Yamanaka and retain her belt at the Strikeforce fights in San Diego on Saturday night.

Santos landed a flush right to drop Yamanaka right off the bell. Yamanaka got back to her feet, but Santos inundated her with another flurry of shots. The fight was stopped at just 16 seconds in the first round.

"I'm very happy. I trained hard for a year and a half, and I want to fight more. This was a Christmas gift for you guys," Santos said after the bout. Showtime commentator asked her about a bout with up-and-coming fighter Ronda Rousey.

"I think she speaks too much. I'm ready anywhere, any time."

Santos has cut through the women's featherweight division and doesn't have many other opponents of interest. Her last four fights have ended in a TKO or KO, and her record stands at 11-1. Yamanaka, who has spent most of her career in the Japanese promotion Jewels, is now 12-2.

BEIJING (AP) ? "Batman" star Christian Bale, in the midst of promoting a film he made in China that some critics have called propaganda, was stopped trying to visit a blind activist living under house arrest ? with a CNN crew in tow.

CNN posted footage of a scuffle between Bale and the activist's guards on its website Friday.

The run-in and publicity is likely to cause discomfort in China's government-backed film industry, which hopes Bale's movie "The Flowers of War" will be a creative success at home and abroad. It also raises questions about whether it was prudent to bring the star to see an activist guarded by thugs who have turned away dozens of reporters and fellow activists trying to see him in the past.

Bale was due to leave China on Friday and his representatives could not immediately be reached for comment. A CNN spokesman did not immediately respond to questions about the story, but said a statement would be forthcoming.

Bale, who won a best supporting actor Oscar for last year's "The Fighter," traveled Thursday with a crew from CNN to the village in eastern China where blind lawyer Chen Guangcheng lives with his family in complete isolation.

They were stopped at the entrance to Dongshigu village in Shandong province by unidentified men.

The footage shows Bale asking to see Chen, with a CNN producer providing interpretation, but being ordered by one of the guards to leave. He then asked why he was unable to pass through. The guards responded by trying to grab or punch a small video camera Bale was carrying.

"What I really wanted to do was to meet the man, shake his hand and say what an inspiration he is," Bale was quoted as saying by CNN.

Journalists and scores of Chinese human rights activists have sought to visit Chen in the past, all unsuccessfully. Chen's case has also been raised publicly by U.S. congressmen and diplomats, including Secretary of State Hillary Rodham Clinton, all to no response from China.

CNN said Bale first learned of Chen from news reports when he was in China filming "The Flowers of War," China's official submission for best foreign language film Oscar. It said he "reached out to CNN and invited us to join him on his journey to visit Chen."

Appeals court: Calif. church can fire teacher living with boyfriend and their child

SANTA ANA, Calif. ? A Southern California church can fire an unmarried preschool teacher living with her boyfriend and their child, an appeals court has ruled.

Sara Henry filed a wrongful termination lawsuit after she was fired in May 2009 for living arrangements contrary to the religious beliefs of Tustin's Red Hill Lutheran Church and its school.

The 4th District Court of Appeal in Santa Ana last week upheld a lower court ruling in favor of church.

The appeals court said that Henry was fired because she lived with her boyfriend in a sexual relationship while unmarried, a violation of church belief. The court noted she wasn't terminated because she had a baby out of wedlock. Red Hill Lutheran says on its website that it is a member of conservative-leaning Lutheran Congregations in Mission for Christ, which was formed by several congregations that left the more liberal Evangelical Lutheran Church in America over theological differences.

BANDA ACEH, Indonesia (AP) ? Police in Indonesia's most conservative province raided a punk-rock concert and detained 65 fans, buzzing off their spiky mohawks and stripping away body piercings because of the perceived threat to Islamic values.

Dog-collar necklaces and chains also were taken from the youths before they were thrown in pools of water for "spiritual" cleansing, local police chief Iskandar Hasan said Wednesday.

After replacing their "disgusting" clothes, he handed each a toothbrush and barked "use it."

The crackdown marked the latest effort by authorities to promote strict moral values in Aceh, the only province in this secular but predominantly Muslim nation of 240 million to have imposed Islamic laws.

Here, adultery is punishable by stoning to death. Gays have been thrown in jail or lashed in public with rattan canes. Women are forced to wear headscarves and told not to wear tight pants.

Though pierced and tattooed teens have complained for months about harassment, the roundup at a concert last Saturday attended by more than 100 people was by far the biggest and most dramatic bust yet.

Hasan said 59 young men and five women were loaded into vans and brought to a police detention. They will spend 10 days getting rehabilitation, training in military-style discipline and religious classes, including Quran recitation, he said. Afterward, they'll be sent home.

"We're not torturing anyone," the police chief said. "We're not violating human rights. We're just trying to put them back on the right moral path."

Group sues Whiteville over crosses on water tower, city hall property and public sidewalks

WHITEVILLE, Tenn. (AP) ? A national nonprofit for atheists and agnostics is suing the town of Whiteville over its placement of crosses on city property.

A federal lawsuit filed on Friday by the Wisconsin-based Freedom From Religion Foundation claims the displays are an unconstitutional endorsement of Christianity by the government of this small town about 50 miles east of Memphis.

According to court records, the group first wrote to Mayor James Bellar last December on behalf of a Whiteville resident who objected to a cross that had been placed atop the local water tower several years previously.

When the mayor did not respond, a second letter was sent in March and a third in May. In September the group wrote again, this time threatening to sue unless the cross was removed within 30 days.

Instead, the town removed one arm of the cross as a sort of protest. It also placed two crosses in front of city hall. A third cross appeared on the public sidewalk in front of Bellar's business.

Bellar said Tuesday that he had not yet been served with a copy of the suit but that the town plans to answer it.

The complaint, filed in Jackson, seeks a court declaration that crosses placed on public property violate the First Amendment. The suit also asks for an injunction requiring all crosses to be removed from property owned by the town of Whiteville and banning any future placement of crosses on town property.

HANOI, Vietnam (AP) ? Vietnam sentenced two Buddhist activists to prison Tuesday for distributing anti-government leaflets and CDs, a relative and state media said.

Nguyen Van Lia and Tran Hoai An were sentenced on charges of "abusing democratic freedoms to infringe upon the interests of the state," state media reported Tuesday.

Lia received five years and An received three years on the same charges, state media reported.

Lia, 71, denied the charges in the half-day trial, said his daughter, Nguyen Thi Ngoc Lua, who followed the trial via loud speakers outside the courtroom.

An and Lia are members of the Hoa Hao Buddhist group. They were arrested in April after authorities found 15 books, 64 CDs and DVDs and 36 documents accusing the government of violating human rights and suppressing religious freedom, the official Vietnam News Agency reported Tuesday.

New York-based Human Rights Watch demanded Lia's immediate release and called the sentence "outrageous and unacceptable."

Emmer accuses Hamline of reneging on teaching deal over opposition to gay marriage

ST. PAUL, Minn. (AP) ? Former gubernatorial candidate Tom Emmer is accusing Hamline University of backing out on an agreement for him to teach at its business school.

The Republican alleges that faculty members objected to his political views, including his opposition to same-sex marriage. He questions whether Hamline truly recognizes political or religious freedom.

Hamline counters that the discussions to have Emmer teach there never evolved beyond the proposal stage. University spokeswoman JacQui Getty says the two sides never reached a final agreement.

Emmer wants the school to acknowledge that it failed to honor its agreement with him. Getty says the school has no plans to do so.

Emmer conceded the governor's race to Democrat Mark Dayton last year just as a recount was wrapping up.

Gringrich and science (Time.com)

The busy mind of Newt Gingrich has been much in the news lately. He's the man of grand ideas -- a thinker, a theorist, the big brain in a GOP field of bureaucrats and simpletons. Don't believe it? Don't worry, Gingrich himself will tell you.

Gingrich's mind indeed does churn. The problem is, he approaches ideas the way a gluttonous gourmand approaches food -- with a rich, complex and subtle appetite, but also a hopeless weakness for corn dogs and Twinkies. If it's edible -- or, in his case, imaginable -- he's interested. This can be awkward, particularly when he steps outside of his comfort zone of history and public policy and starts to muck around with science. (Watch "10 Questions for Newt Gingrich.")

Much has been made of some of Gingrich's wackier ideas in the past few weeks, beginning with his oft-repeated worry that a rogue state with a nuclear weapon could shut down the U.S. power grid. To give Gingrich his due, there's a grain of truth in his fears. Scientists agree -- theoretically at least -- that a missile detonated at the right altitude could trigger what's known as an electromagnetic pulse (EMP) that could fry the circuits of whatever country lay below. The one experiential data point that supports this idea occurred in 1962, when an atmospheric test of an American atomic weapon caused street lights in Hawaii to go temporarily dark.

Of course, it's a big step from there to shutting down an entire country, especially when the bad actors Gingrich imagines blacking out America are the Iranians and North Koreans, who have nowhere near the missile technology or targeting know-how to pull off such a stunt -- at least without being detected -- and in the case of Iran, don't even have a bomb yet. What's more, if either country did want to launch a strike, it would be a whole lot easier to go the point-and-shoot route -- pick a city and try to take it out directly. Yet Gingrich has continued to sound the EMP alarm, arguing that preparing for an attack should be an important part of the country's defense posture.

"In theory, a relatively small device detonated over Omaha would knock out about half the electricity generated in the United States," he warned in Iowa last week, according to the New York Times.

Gingrich's advocacy of space mirrors -- albeit years ago, in a 1984 book -- has provoked eye rolling too. The thinking is that scientists could position giant mirrors in space that would point toward Earth, reflecting sunlight downward and creating as much illumination as several full moons. This would eliminate the need for nighttime lighting on highways and brighten shadowy neighborhoods as a deterrent to crime. (Read "Newt Gingrich: Potential President, or Skilled Showman?")

Put aside what this would also do to the day-night cycle under which all life on Earth is accustomed to operating; put aside what it would do to the simple business of looking up and trying to see a star. The technical obstacles are dizzying. The U.S. has already orbited one whopping big mirror -- a slab of polished glass inside the Hubble Space telescope that measures close to 8 ft. (2.4 m) in diameter. But reflective space mirrors would have to be far bigger, perhaps the size of a football field. Even the massive International Space Station, which measures 357 ft. (109 m) across, appears to be little more than a moving star at the lowest point of its orbit, 234 mi. (376 km) above ground. To provide permanent illumination to a target area, you'd have to position your mirrors a whole lot farther away -- in geosynchronous orbit, 22,236 mi. (37,786 km) above sea level, so that their rate of revolution matches the rotation of the globe.

The weight problem alone makes this impossible -- at least if you were trying to fly a giant mirror made of glass, like the Hubble's. While University of Arizona engineers have developed mirror material only .04 in (1 mm) thick, this doesn't address other problems like the cost of launching and maintaining the mirrors, not to mention keeping so big a target safe from meteors and other space debris. All of this seems like an awful lot of trouble to go to for an illumination problem that highway lights and porch lamps already solve rather neatly.

It's Gingrich's advocacy of moon mining, however, that is getting the most attention -- and drawing the most derision -- partly because this is a drum he doesn't seem willing to quit banging. For the most part, the moon is a pretty prosaic mix of very familiar materials -- including silicon, iron, calcium, aluminum, potassium and phosphorous. There is, however, also helium-3. A light isotope of common helium, helium-3 streams toward Earth all the time as part of the storm of charged particles coming from the sun, but our planet's magnetic field deflects most of it. This is not so on the moon, which has a magnetic field far weaker than Earth's. What makes this important is that helium-3 also turns out to be a cracker jack fuel for fusion reactors -- far more efficient than the deuterium currently used. But it's not just a matter of going to the moon, scooping up what you need and powering the world on it. (Watch TIME's video "Earth Is Running Out of Helium.")

First of all, a practical fusion reactor has not yet been invented and there's no realistic projection for when it might be -- though scientists have been trying for decades. What's more, the moon's helium-3 is not just there for the taking. Apollo samples revealed that the isotope is present in lunar soil in concentrations no greater than 30 parts per billion. Harrison Schmitt, the lunar module pilot on Apollo 17 and the only geologist to walk on the moon, estimates that it would take 220 lbs (100 kg) of helium-3 to power one city the size of Dallas for one year, and to collect that much you'd have to dig a trench three quarters of a mile square by 9 ft. deep (1.9 sq km by 2.7 m).

That's a lot of digging, and it doesn't even touch the cost of getting the stuff home. Even aboard cheap rockets like the Russian Proton, it costs $2,200 to launch a pound of payload to low Earth orbit. The shuttle, nobody's idea of a bargain ship, cost $8,100 per lb. Things are a lot cheaper on the moon, where lower gravity means everything weighs less, but that doesn't mean every ounce doesn't cost -- a lot. There's a reason the skin of the Apollo lunar module was no thicker than three sheets of aluminum foil and that its windows were triangular, a shape that shaved a few ounces off of the framing and sealant that would have been needed for round windows of approximately the same size.

In the last presidential debate, Gingrich responded to Mitt Romney's criticism of the moon mining concept by not responding. "I'm happy to defend the idea that America should be in space and should be there in an aggressive, entrepreneurial way," he said -- which most people agree with and which is not what Romney was questioning at all.

Answering evasively, of course, is what politicians do, as is dreaming big dreams of New Frontiers and Great Societies and shining cities on hills. But dreams aren't science -- and politicians, for the most part, aren't scientists. Newt Gingrich may play one on TV, but that doesn't mean anyone is required to listen.
